The awarding of federal grants is made possible by using money from general federal revenue and given to a recipient. These may not be used for the purposes of buying a property or for the intentions of the Federal governments benefit.

Business Grants



More than one thousand grant programs are offered by twenty-six Federal agencies. Foundations that are non-profit sometimes also offer grants. Charities also offer such grants. Grants can be offered outside of the country for funding various government run programs. Provided the money is used within perimeter of the activities of the organization, there are usually no restrictions.

Project funding is done on a competitive basis. Most funding done on this basis is for projects. Most of these projects are for the development of technology, scientific research, health care, the arts and social services. The issuing of formula grants is done as the law governs. A categorical grant is issued on the basis that the purpose of it is specifically defined. Most often, the recipients must match a portion of the funding. Thirty three percent of these fall in to the category of formula grants.

Organizations that receive block funding have more autonomy in spending the money than is the case with individual categorical funding. This type of funding is considered formula funding. US congress has to specify the appropriations when it comes to earmark funding. These are not competitive. There has been controversy surrounding these as lobbyists have been paid to secure these types of funding. The United States of America issues financial aid to a recipient for the purposes of work being done for the public good. Should the recipient not adhere to obligations and conditions then there could be legal ramifications. These are issued to county and state governments or to organizations that operate on a non-profit basis. These have been given tax-exempt status as per the Revenue Service tax code.

President Gerald Ford initiated this way back in nineteen seventy-four. It is known as the CDBG (community development block grant program). This was designed so that low and moderate-income earners could benefit. This was intended to do away with blight or slums and thereby addressing any immediate threat to safety or health. This money should be used for development of the community. This includes rehabilitating commercial and residential property, demolition, and acquiring real estate. Furthermore, it is to be used for the upkeep and maintenance of sidewalks, paving, water, sewerage and other such utilities. School buildings can be converted using money from this type of federal grant. Construction, upgrading, and maintenance of neighborhood centers also benefit from this funding. Historic properties in low-income areas can also be restored with this money. The upliftment of the community is an important factor, which benefits from federal grants.

Affordable housing is made possible because of HOME (home investment partnerships program). This applies once again to low-income households. The communities have a reasonable degree of autonomy regarding how the money is spent. Urban Development and the U. S Department of Housing establish a line of credit. This credit is for the benefit of state and local governments. These officials are then able to access loan guarantees, direct loans and finance grants for housing eligible residents in the specific area.

There is funding available for assisted living programs for multifamily projects. This is especially in place to provide assisted living facilities for elderly persons that are frail, funding for native villages and Indian tribes, housing projects for disabled people, supportive housing for old people and self sufficiency programs have money allocated to them. Housing is provided to people with AIDS, counseling programs and for the intention of making families self-sufficient. There is also funding available for healthy homes and control programs for lead hazards. Finally, there is funding for technical assistance, with a mind to developing communities.

Generally funding is not available on this basis for small business in order to make profits. If the small business is a 501C3 non-profit organization that does charity work then it may qualify for funding. There is however good news in that small business that qualify, can apply for financial assistance.




In nineteen fifty-three the Small Business Association (SBA) was created. This was for the purposes of people starting, building and growing a business. This assistance is available to people in Guam, the U. S. Virgin Isles, Puerto Rico, American Samoa and obviously the entire United States of America. While the Small Business Association does not offer free funding per se, they have numerous loan options available to people wishing to start a business.

There is one exception though. Funding could be made available to companies that are involved in high technological companies that do innovative research. This is a very competitive program however. There is another program, the Small business Technology Transfer Program. This organization supplies funding to small businesses that collaborate with non profit organizations for the purpose of commercializing technological products.

There are a number of different programs on offer to assist in this regard. Primarily the Small Business Association guarantees loans. This means money is not directly available from the federal government, however the guarantee the loans that the lending institutions make to the small business. This assists those small businesses that may be unable to ordinarily obtain a loan in the normal way.

A Micro loan 7(m) Program is available for non-profit childcare centers and small businesses. These companies would need money on a small-scale basis for start up and for technical assistance. The maximum amount that can be borrowed is thirty five thousand dollars. This is for the express use of buying inventory, fixtures, furniture, equipment and machinery. The money can in no way be used for the purposes of paying off existing debt or to by real estate. In this scenario, the Small Business Association does not guarantee the loan. They will lend the money to a non-profit intermediary. The intermediary in turn lends the money to the small business. Many scenarios involve Federal grants. Be sure to explore all the options.
